    An evaluation of the environmental and health effects of vehicle exhaust catalysts in the UK.

    Since 1993, all new gasoline-engine automobiles in the United Kingdom have been supplied with three-way vehicle exhaust catalytic converters (VECs) containing platinum, palladium, and rhodium, to comply with European Commission Stage I limits on emissions of regulated pollutants: carbon monoxide, hydrocarbons, and oxides of nitrogen. We conducted a physical and economic evaluation of the environmental and health benefits from a reduction in emissions through this mandated environmental technology against the costs, with reference to urban areas in Great Britain. We made both an ex post assessment--based on available data to 1998--and an ex ante assessment--projected to 2005, the year when full penetration of VECs into the fleet is expected. Substantial health benefits in excess of the costs of VECs were indicated: By 1998 the estimated net societal health benefits were approximately 500 million British pounds, and by 2005 they were estimated to rise to as much as 2 billion British pounds. We also found through environmental surveys that although lead in road dust has fallen by 50% in urban areas, platinum accumulations near roads have risen significantly, up to 90-fold higher than natural background levels. This rapid accumulation of platinum suggests further monitoring is warranted, although as yet there is no evidence of adverse health effects

    The Long Run Demand for Lighting: Elasticities and Rebound Effects in Different Phases of Economic Development

    25 p.The provision of artificial light was revolutionised by a series of discontinuous innovations in lighting appliances, fuels, infrastructures and institutions during the nineteenth and twentieth centuries. In Britain, the real price of lighting fell dramatically (3,000-fold between 1800 and 2000) and quality rose. Along with rises in real income and population, these developments meant that total consumption of lighting was 40,000 times greater by2000 than in 1800. The paper presents estimates of the income and price elasticities of demand for lighting services over the past three hundred years, and explores how they evolved. Income and price elasticities increased dramatically (to 3.5 and -1.7, respectively) between the 1840s and the 1890s and fell rapidly in the twentieth century. Even in the twentieth century and at the beginning of the twenty-first century, rebound effects in the lighting market still appear to be potentially important. This paper provides a first case study of the long run effects of socio-economic change and technological innovation on the consumption of energy services in the UK. We suggest that understanding the evolution of the demand for energy services and the factors that influence it contributes to a better understanding of future energy uses and associated greenhouse gas emissions

    Socio-technical transitions in UK electricity: part 1 – history, actors and pathways

    A large interdisciplinary consortium of engineers, social scientists and policy analysts has developed three low-emissions, more-electric transition pathways for the UK. The approach is based on earlier work on understanding transitions, applying a multi-level perspective with landscape, regime and niche levels to the development of sociotechnical scenarios. The pathways to 2050 focus on the power sector, including the potential for increasing the use of low-emissions electricity for heating and transport. Part 1 describes studies of historical energy and infrastructure transitions that help to understand the dynamics and timing of past transitions. The role of large-scale and small-scale actors in the electricity sector and methods used to develop the pathways are then described. In part 2, associated technologies are evaluated to determine the choices that need to be made by UK energy policymakers and stakeholders. All three pathways are appraised in terms of their environmental performance using complementary life-cycle assessment and footprinting methods. Lessons can clearly be drawn for other industrialised nations attempting to reduce the emissions from their electricity generation systems, although local circumstances will determine country- and region-specific options
